Hayreddin was born in Abkhazia in 1821. His father was one of the leaders of the groups who actively participated in the national liberation struggle against the occupation of the Caucasian mountaineers of the Caucasus tsarist troops. He grew up with his son Tahsin Beg. Then he joined the cavalry of the Tunisian army, where he quickly moved up the career ladder. In 1852, he became a brigadier general, commander of the artillery. He was in military service in France, where he continued his education. After returning from France, he was appointed Minister of the Navy. Under his chairmanship the summer of 1860 was finished the first Constitutional Charter. This constitution was the first in the Muslim world. In 1867 he published work "The most direct way to understand the principles of the state."
